even if you don't have a bloke batting, you could use masking tape to tape up a box on a synthetic wicket and tell him all he has to do is get the ball in the box, regardless of pace. repeat until it feels normal and he gradually increases his pace.
how long's his run up? does it differ at all between the nets and in a game? does he stagger in his run up during a game, but runs in fluently in the nets?
also if you have access to a centre practice wicket or synthetic wicket, put him in a match situation during training, with yourself...
have you asked him why he thinks this happens?
i'm guessing that he's worried about being too expensive and getting taken off after 3 overs and not getting another opportunity for the day, so he's preoccupied with trying to bowl as quick as possible in order to get wickets and when you combine...
