It's a metal spiked belt worn around the upper thigh. The word itself starts with "c". That should now be the final clue.
I'd, in fact, never seen that before. I'd only seen / heard of sackcloth shirts and whip.

Cant say definitely cure but can aide in the treatment of numerous ailments such as migraine, Alzheimer’s disease even infertility plus hepatitis and glaucoma. Can even prevent tissue death.
