Yes fair point, but as was said earlier, surely the club championship can be used with an eye on the club's structure and if the gca committee at the time don't think the club is in the right position to go up, second best should.
At the moment there is no incentives for the Manifolds, Torquays and Highton's to get back into Div 1 because it will most likely only be for one season.
Just another idea:
Why does a whole club have to get promoted?
Could we not promote the 1sts, 2nds, 3rds and so forth on the basis of where they finish on the ladder? It's probably not a great idea but then again it might go down well with the GCA haha
