We'll see what West Indies target will be in a few minutes. I suppose it'll be something like 190 from 48 overs.

and West Indies are 137-1 after 27.

They need 54 runs from 21 overs. That's about two and a half per over.

If the Windies win this match does that means Ireland do not advance?

I could tey to explain Duckworth-Lewis to you, but it's probably easier for you to just read about it here on Wikipedia.

The basic theory is that you have two resources available to you when batting in a one-day match - overs and wickets. Using data from many (posibly all?) ODIs played, these mathmeticians figured out exactly what percentage of your resources these each consist of. For example, if you 40 overs and 10 wickets left, you will have a much higher potential to score than if you have 40 overs and 2 wickets left.

When a game loses time to rain, they use this system to calculate what the team would have scored over 50 overs. Then, if need be, they scale it to the number of overs the second team will have to bat.

It's a little confusing on the surface, but the concepts are really reasonably simple. I find it irritating when commentators speak of it like an unapproachable magical theory.
