You can't develop new ODI and test teams by playing just Twenty20's. The WCL and the ODI's against Full Members are vital for these Associate teams to try to close the gap with the top cricket countries.

No thats where you start not finish. Most of if not all test nations started off with small development then gradually built on that and the thing is some nations will never embrace test cricket. Sri Lanka made the first world cup as an associate member now look its a very competative nation in any form off the game. This is how you start development. China wont have a full up and running test side overnight but with good development with one step at a time it can happen. First step 20/20 then ODI then test. Some sides have passed that first step some havnt.

You've lost me. How does Sri Lanka's history support your argument that Associates should be playing Twenty20's and not ODI's?

This is how you start development. China wont have a full up and running test side overnight but with good development with one step at a time it can happen. First step 20/20 then ODI then test.

They have moved passed it by proving that they are competative not out their just to make up the numbers. Do you advocate Australia staging a tri nations tourny involving what Argintina and say china, you cant expect nations to give time, money and recourses, sorry theres no bottomless money pit lying around.
