the idea behind the modern Olympics is to get the most money for television rights. Baseball will always be a part of the Olympics since it is the national sport of the world's two largest economies- America and Japan. it is also increasing in impact in China with a mooted national league in a couple of years. the real crime is not that cricket (or rugby for that matter) is not there but that the two biggest "women's" sports are now not represented- Netball and Softball.
the reason that cricket and rugby are not represented at the Olympics is political- both are mostly (or entirely) based around the Commonwealth without a significant continental European or American element. that's why Rugby Union is trying so hard to break into China and Japan and make Italy, Spain and Romania stronger- if they get Olympic Status it would effectively kill off League forever. Cricket also has a bit of a problem with its four (maybe soon five) levels- to get into the Olympics it would have to become a more regional based divisions. plus it would probably spell the end of the WIndies.
Cricket has a lot of laws that are odd- the LBW law being a prime example- and their complexities would be lost on that half of the American population that believes NASCAR is the best form of auto-racing. the spread of baseball in China is having a similar effect there- though its popularity in Hong Kong ten years after it reverted to China is encouraging.
as far as developing the game amongst the likes of the Netherlands and Scotland, perhaps instead of sending Australia A to play India A it would be better to go and play these fringe countries. it still allows the A-teams a development opportunity whilst increasing the skill levels of the fringe teams so the gap to Test status is not so large.
