There isn't a Grand-Final in Test or State cricket just a final were the top 2 play off. This is different with it being a finals series, more like in AFL or NRL where it would be a tie and then extra time or a rematch would be held.
So I think the fairest way is for a rematch
Also a few years ago Thomson & Torquay tied in a 3rd XI grand final, Thomson finishing higher thought they'd won and celebrated to the wee hours before they were contacted by the GCA and told it was a shared Premiership and both got cups and medals. Any Thomson people remember this?

Two have responded with the verdict Cheetahs win (the other hasn't responded), based on this post:

it's a grand final , how can you have a result based on a draw? you tell me, in what way is it fair? i'd rather get smashed by 800 runs than lose by default.
how can the cheetahs even take a victory when they didn't even win. horrendous result.
and how does someone making 70 get a motm over someone making 82, when there was technically no result reached!?

If there is no rule, then it doesn't matter what the opinions of tom, dick and harry are, there can simply be no result.
The game simply has to be replayed.
Now, before the replay the rules could be amended for count-back, ladder position or whatever, then another draw is catered for.
I'd also suggest the replay be on neutral ground.

For the sake of credibility, then the game really should be replayed, ideally on a neutral ground.
Obviously, the sim throws up some 'interesting' results and these need to be considered as the 25 over comp continues in future seasons. As Frodo says, a definitive method of deciding who clinches a win in a situation like this is needed, if only to make things as transparent as possible.
At the moment, it's all a bit of learning curve but I know that guys who run the comp are taking comments on board.
